 Statewide Scratch-Off Second Chance Promotion

Rules & Regulations
 

1.       The Kentucky Lottery Corporation (KLC) along with its designated agents, Scientific Games, Inc. (SGI) and MDI Entertainment, LLC (MDI), a subsidiary of SGI, plans to conduct a second chance player promotion called Las Vegas Game Show Experience with non-winning Las Vegas Game Show Experience scratch-off tickets under the provisions provided in these rules and regulations. To be eligible, all entries must be received in the manner set forth below. Players may enter this promotion only at kylottery.com.

2.       The promotion will run from March 7, 2013 – August 1, 2013. The Grand Prize drawing will be scheduled for Tuesday, August 6, 2013.

3.        Four (4) Grand Prizes will be awarded. The Grand Prize trip is not transferable or assignable. This Grand Prize is a trip to Las Vegas, NV as follows:

·             Coach roundtrip airfare for two (2) people

·             Accommodations of one (1) deluxe hotel room for three (3) nights (double occupancy,
              room and room tax only)

·             Ground transfers from McCarran International airport, destination hotel and SGI
              hosted events

·             $1,000 spending money for the prize winner to be provided two (2) weeks prior

              to the scheduled trip departure date

·             Participation as a contestant in the Las Vegas Game Show Experience

o   All prizes won will be subject to the KLC’s debt set-off procedures

o   Prize winner or designated proxy must be 21 years of age to participate

     as a contestant in the Las Vegas Game Show Experience

o   Prize winner’s guest may serve as a proxy for the prizewinner or sit with

     the prize winner in the audience but will not be eligible to be a contestant

     on the Las Vegas Game Show Experience

·             Trip value $7,500 (includes $1,000 spending money )

 

 

4.       To enter the Las Vegas Game Show Experience promotion, players must first log-in or register for a Fun Club Rewards account at kylottery.com. Players that were Player’s Fun Club members prior to the start of Points for Prizes™ must accept the Terms of Use and Rules for Fun Club Rewards.

5.       Once logged in, a player will be able to submit a non-winning Las Vegas Game Show Experience ticket to enter and participate in other programs (including the Points for Prizes™ program).   

6.       Required sections on the player registration form requires the player to provide his or her birth date, unique email address, password and contact information. 

7.       Failure to fully provide required information will cause a player’s request to register to be rejected. Failure to provide accurate information could cause a player whose entry is selected as a winner for the Las Vegas Game Show Experience promotion to be disqualified. A player shall be considered ineligible if the KLC determines that a player does not meet all player eligibility requirements or provided false information.

8.       The KLC, SGI and MDI assume no responsibility for incorrect information provided by a player on the registration form. After completing the registration, a player is responsible for updating account information as needed by logging in and going to his or her account profile page.

9.       A player may have no more than one (1) account. A player is not permitted to create additional accounts in the event that his or her email or other relevant information changes. The player may log in with his or her existing account credentials and make any desired changes at any time. 

 

ELIGIBILITY:

10.     An entrant must be at least eighteen (18) years old to participate. No one under 18 years of age and no one otherwise prohibited by KRS.154A from playing KLC games are eligible to participate in this promotion or win any prize.

11.    Entrants must have a valid U.S. address in order to register and participate. 

12.    Scratch-off tickets with an instant win (including a free ticket awarded as an instant win) are not eligible for the Las Vegas Game Show Experience promotion. 

13.    Players will be limited to 200 total entries per week as part of Fun Club Rewards. A week is defined as Sunday at midnight until the following Saturday at 11:59:59 p.m. ET. This 200 ticket limit includes the Las Vegas Game Show Experience promotion, Bonus Drawings, Ultimate Second Chance, Final Top Prize, Points for Prizes™ and any other KLC sponsored promotions. The KLC reserves the right to change, without notice, the limit on the amount of tickets that may be entered weekly or daily. 

 

PRIZES AND ODDS:

14.    The Las Vegas Game Show Experience drawing will award four (4) Grand Prizes. 

15.    Odds of being selected as a winner in the Las Vegas Game Show Experience promotion will depend on the number of entries submitted for the Grand Prize drawing. 

 

SUBMITTING ENTRIES:

16.    The KLC’s website, kylottery.com, is the sole location where a non-winning Las Vegas Game Show Experience ticket for the Las Vegas Game Show Experience promotion can be submitted. Any ticket physically sent to or dropped off at any location whatsoever, will be ineligible. The KLC will destroy all non-winning physical tickets received at any lottery office and the tickets will not be returned. 

17.    To submit an entry, a player must first log onto kylottery.com using his or her unique account information. 

18.    Once logged in, a player submits an entry according to the instructions on the “Enter Tickets” page of the website. Required entry information from the ticket includes: the 18-digit VIRN (void if removed number), which is located underneath the latex of each scratch-off ticket, and 3-digit ticket number.

19.    A list of previously submitted entries is available from the “Ticket History” page. 

20.    An eligible ticket may be submitted one (1) time only. The entry system will reject an entry that has been previously submitted. 

21.    The entry system will reject an entry if it is an instant prize-winning ticket. 

22.    To prevent fraudulent entries, after five (5) consecutive attempts to submit entries that are not recognized as eligible tickets, a player will be unable to submit entries for twelve (12) hours.  

23.    After an entry is accepted, the player does not need to retain his or her ticket for the Las Vegas Game Show Experience promotion. 

24.    By entering this promotion, the players agree to these rules and regulations and the Terms of Use for Fun Club Rewards.

25.    A player is allowed to win only once in this promotion.

 

GRAND PRIZE DRAWING:

26.    The Grand Prize is a trip to Las Vegas, NV as follows:

·             Coach roundtrip airfare for two (2) people

·             Ground transfers from McCarran International airport, destination

              hotel and SGI hosted events

     contestant on the Las Vegas Game Show Experience

27.    There will be four (4) winners who each receive the Grand Prize. The drawing for this promotion will be August 6, 2013. The Las Vegas Game Show Experience trip is scheduled for October 2013.

28.    All drawing management services associated with this promotion will be conducted by SGI.

29.    The drawing will be conducted under the supervision of an independent drawing auditor who will perform agreed upon procedures for the drawing. The drawing will occur at the SGI offices located at 1500 Bluegrass Lakes Parkway, Alpharetta, GA 30004.

30.    At the Grand Prize drawing for the Las Vegas Game Show Experience, four (4) Grand Prize winners will be selected, followed by twelve (12) alternates. Alternates are not prize winners, but are selected in the event that the winner is disqualified or unable to claim the prize. Once an eligible alternate is moved up to become a prize winner, his or her alternate status in the drawing will be voided. 

 

 

PRIZE FULFILLMENT:

31.    A member of the KLC’s Marketing Department will notify all winners by phone after notification of the results of the drawing. The KLC will use the phone number and physical address provided on the Rewards Club profile and will not use any other means to contact the winner. If the winner cannot be reached by phone within a seven (7) business day time period (certified letters will be sent after three (3) business days if the winner is not reached by phone), he or she will be disqualified, and the prize will be awarded to the first eligible alternate selected. The winner’s name will be listed on kylottery.com once the winner’s information is verified. 

32.    The Las Vegas Game Show Experience winners MUST claim their prize within fifteen (15) business days following the date of contact by the KLC Marketing Department. Winners MUST claim their prizes as directed by the KLC. The Las Vegas Game Show Experience Grand Prizes can be claimed by U.S. Mail by sending all required information to: ATTENTION: DRAWING MANAGER, Kentucky Lottery Corporation, 1011 West Main Street, Louisville, KY 40202. The person whose name is on the entry must be the person who claims the prize. Winners must provide a valid government issued photograph identification, such as a driver’s license, or other form of photograph identification acceptable to the KLC, and a completed Promotion Claim Form that they will receive from the KLC Marketing Department. The prize will be awarded only after the KLC receives the prize winner’s accurate and complete Promotion Claim Form and required ID. The prize winner’s accurate and complete Claim Form and required photograph ID must be received by the KLC not later than fifteen (15) business days following the date of contact by the KLC Marketing Department in order to claim the prize. After fifteen (15) business days have passed, the prize will be forfeited and awarded to the first alternate selected in the drawing.

33.    The KLC or its designee will withhold federal, state and all applicable taxes, according to federal and state withholding requirements. Any taxes above the standard formulas are the responsibility of the winner.

34.    Fulfillment of the Grand Prize trips will be handled by MDI.

    

     

ADDITIONAL CONDITIONS:

35.    Each Grand Prize winner must be at least 21 years of age to participate and play the Las Vegas Game Show Experience. If a winner is not 21, he or she may designate a proxy that is 21 years of age to play in his or her place. Prize winners are responsible for the conduct of their proxy and/or guest.

36.    All Grand Prize winners (or their designee or guest) must have a valid credit card or shall be required to post a cash deposit for incidentals to check into the hotel.

37.    The KLC is not responsible for the electronic misdelivery, late delivery, or failure to receive ticket information entered electronically, and the risk of loss remains with the entrant regardless of the cause of the transmission failure.

38.    All winners are subject to validation by the KLC and may be disqualified if eligibility requirements are not met. Validity of entries, drawings, and the award of prizes are subject to rules and regulations of the KLC and the laws of the Commonwealth of Kentucky. 

39.    By entering this promotion, the player acknowledges and agrees that the KLC may use and release the player’s name, city/state and likeness (photograph) to the public, without limitation and without compensation.  

40.    By entering this promotion, accepting the Grand Prize or accepting any other prize, each winner, his or her heirs, legal representatives and assigns, agree to indemnify and hold harmless, defend, release and discharge the KLC, the Commonwealth of Kentucky, their employees, officers and directors from and against any loss, claim, damages, or injury arising out of or relating to the acceptance of any prize.

41.    The KLC is not responsible for any rules, regulations or restrictions imposed by its promotional partners.   The KLC is not responsible for and has no obligation regarding the condition, quality defects or other attributes of the prizes awarded during a promotion and expressly disclaims all warranties, expressed or implied, including, but not limited to, all implied warranties of merchantability and fitness for a particular purpose.

42.    The KLC reserves the right, in its sole discretion, with or without notice, to change the entry deadline and to cancel or to change the time or date of any drawing, to change or extend any of the dates set out in these rules, or to change the procedures for any drawing. The KLC reserves the right, in its sole discretion, to modify, suspend, postpone or cancel, with or without notice, any portion of this promotion at any time and for any reason including the award of any prize with the approval of the KLC’s Senior Vice President of Sales & Marketing or his designee. The KLC will attempt to post all changes to entry deadlines and drawing dates on the website. 

43.    The KLC reserves the right to substitute prizes of equivalent value.

44.    In computing any period of time under these rules, the day of the designated act or event is not to be included; the last day of the period so computed is to be included. The term “business day” means a day that the KLC Corporate Office is actually open for business (holidays, weekends and other days the KLC is closed are excluded), and such day is from 8:00 a.m. to 5:00 p.m. Eastern Time. 

45.    In the event of any circumstances or interpretation of any matter in these rules, whether contemplated or not contemplated, the decision of the KLC’s Senior Vice President of Sales and Marketing or his designee from the KLC’s Executive Management Group, after consultation with the KLC’s Internal Audit, Security and Legal Departments (if necessary), will be final.

46.    This promotion is void where prohibited by law.
